Forward-Looking Plan for Integrated Management of Water Environment Improvement Project in Northern Taiwan, 2018.

To promote the “National Water Environment Improvement Project,” which has been designed to achieve the objectives of the Forward-looking Infrastructure Development Program pertaining to the water environment, Taiwan’s Environmental Protection Administration (EPA) has initiated a project related to water pollution reduction and water quality improvement management. By the end of 2018, the Ministry of Economic Affairs not only approved 53 projects belonging to capital accounts in 15 counties/cities but also aided 15 counties/cities to approve projects belonging to current accounts. As of December 26, 2018, there are 34 projects belonging to capital accounts and 49 projects belonging to current accounts are awarded. The goal of this project is to assist the Forward-looking Infrastructure Development Program management test and tracking performance. The project attended the budget tracking weekly meeting, conducted three national forward-looking project review meetings, and co-organized seven local government supervision meetings. Also, the project assists Northern Taiwan water environment improvement program in a total of three. Also, planning and engineering technical support was provided, and the implementation of the target proposal from 2019 to 2021 was proposed with the aim of improving water quality. Moreover, to preview the implementation performance of the Forward-looking Infrastructure Development Program, the project completed four microfilms and one engineering documentary in the Northern Taiwan, which established and managed the forward-looking water environment community website. Through cooperation with online celebrities, we promoted two pieces of information, released 12 Forward-looking Infrastructure Development Program related information pieces in the media, and collected information from the EPA’s water quality protection public website. In this way, the promotion of river water quality improvement results have expanded, which can be demonstrated through the government’s performance. Meanwhile, it is expected to raise public awareness of river remediation, thereby not only making people more aware but also increasing participation. The project also aims at improving the effectiveness of water quality improvement strategy research and remediation measures for three designated rivers and nine target river sections or water bodies in Northern Taiwan. Yet, the water quality supplement survey (including 40 surveys for general water quality and quantity and 100 heavy metal surveys) was completed, three designated cause-and-effect diagrams of river pollution load was updated and drawn, and suggestions for follow-up remediation were also proposed. Apart from what is mentioned above, six river remediation tracking reviews and critical water quality station assessment seminars were organized to discuss the pollution remediation strategy by coordinating the rectification of various units, thereby achieving the goal of having no severely-polluted stations in Taiwan by 2021. So as to continue to promote the total quantity control methods of water pollution in Taiwan, the plan involves conducting five review sessions of the Agricultural Water and Soil Pollution Control Inter-departmental Cooperation Conference and two local government total quantity control methods’ meetings. Thus, the updating of the list of total quantity control methods of water pollution was completed, and the effectiveness of the implementation of the total quantity control methods of local government and the review of the assessment mechanism was also evaluated. In addition, the assessment of the critical water quality stations in Northern Taiwan was carried out to assess the rationality of the annual key performance indicators of these stations, and the improvement of water quality, with the water quality improvement results of critical water quality stations being collected. Next, the critical water quality station assessment principles for the next year (2019) will be reviewed to urge local governments to implement and strengthen measures to reduce water pollution at critical water quality stations. To assist the EPA in mastering the synergy between environmental protection policies and water quality improvement, the Forward-looking Infrastructure Development Program performance report, total quantity control methods of national wastewater discharge report, implementation of national water pollution prevention report, and a summary of three designated river remediation events in Northern Taiwan were completed through the implementation of the project.
